  1. Introduction

    In accordance with the current regulations on the protection of personal data, through this policy, Roma Capitale as the Data Controller, represented by the Mayor pro tempore, intends to provide users with all useful information regarding the cookies present on the institutional website comune.roma.it.

  3. What are cookies

    Cookies are small text files that the sites visited by users send to their terminals, where they are stored to be retransmitted to the same sites on the next visit. "Third-party" cookies are set by a website other than the one the user is visiting. Session cookies are temporarily stored in the device's memory during a user's browsing session, for example, to keep track of the chosen language or authentication to access restricted areas or similar. Session cookies are deleted as soon as the user closes the browser. Persistent cookies save a file on the device for a long period of time. This type of cookie has an expiration date. Persistent cookies allow sites to remember information and settings on subsequent visits by the user, making browsing more practical and faster. Cookies are used for many purposes, for example: ensuring the proper functioning of the site (technical), enabling the use of advanced features and customizations (functional), allowing statistical analysis with anonymous and aggregated data (analytical), storing user searches on the web and sending advertising messages based on their profile (profiling).

    Access to one or more pages of the capitoline site may generate the following types of cookies:

    • Technical cookies

      These are mandatory cookies as they are necessary to ensure the proper functioning of the site, allowing safe, fast, and efficient navigation. The site also uses some analytical cookies, assimilated to technical cookies, as they are used solely for statistical purposes to collect information in an aggregated and anonymous form to understand the number of users and how they visit the site.
      Functional cookies are technical cookies and allow the user to navigate based on a series of selected criteria (such as the language selected for viewing the Site) to improve the service provided. The use of these cookies (which are not persistently stored on the user's computer and disappear when the browser is closed) is strictly limited to the transmission of session identifiers (consisting of random numbers generated by the server) necessary to allow effective navigation of the site. For these cookies, the user's prior consent is not required (ref. provision of May 8, 2014, of the Data Protection Authority concerning "Identification of simplified methods for the information and acquisition of consent for the use of cookies; ref. Guidelines of June 10, 2021, of the Data Protection Authority concerning "cookies and other tracking tools"). The data obtained from these cookies are, in fact, processed by Roma Capitale as the site manager solely for statistical purposes and for the preparation of reports on the use of the site itself.
      Session cookies are also used to ensure effective navigation and use of the website and for online service authentication, allowing, for example, access to restricted areas. The use of these cookies does not allow the acquisition of personal identification data of the user. The user's personal data are processed by the Data Controller to ensure the site functions correctly and provides useful information to the visiting user. The lawfulness of the processing of personal data is based on the need to perform a task of public interest or connected to the exercise of public powers (Article 6, paragraph 1, letter e) of the GDPR) and, therefore, the prior consent of users is not required for the installation of these cookies.

    • Profiling and third-party cookies

      Profiling cookies, which can be first or third-party, are used to track the user's navigation, analyze their behavior for marketing purposes, and create profiles regarding their tastes, habits, choices, etc. In this way, it is possible, for example, to send targeted advertising messages in relation to the user's interests and in line with the preferences expressed during online navigation.
      This landing page does not use third-party cookies.

      The lawfulness of the processing of personal data collected with profiling cookies is based on the free, expressed, and explicit consent of the user (Article 6, paragraph 1, letter a) of the GDPR).

  4. Duration of cookies

    Some cookies (session cookies) remain active only until the browser is closed or the logout command is executed. Other cookies "survive" the closure of the browser and are available even in subsequent visits by the user. The retention period is determined based on the type of cookie and is specifically reported in the table in the following point 6.

  5. How the Roma Capitale Portal manages preferences for the installation of Cookies

    Upon first access to any page of the Roma Capitale website, a banner is presented containing a brief information and a cookie preference management panel, through which it is possible to accept or reject all non-technical cookies. The site visitor has the option to give or deny their consent to the installation of non-technical cookies. Consent to the use of these cookies is recorded with a specific "technical cookie". During subsequent accesses to the Roma Capitale website, an icon will be presented to the visitor allowing them to modify their preferences for the installation of non-technical cookies on their terminal at any time.
